Stock solution

 hello all..
          can anyone suggest me how to prepare thestock solution of 2,4-D 
(1mg/ml). whenever i try iam getting precipitaion of the salt.
  first iam dissolving the 100mg of 2,4-D in 2 ml of ethanol and then 
trying to make up the volume to 100ml with water.
    suggestions in this regard are highly appreciable..
